BACKGROUND:
The City has utilized Optimize Manpower Solutions (Optimize) for temporary staffing solutions since 2015. The City’s most recent contract with Optimize expired on April 5, 2025. The City of Ocala has an ongoing need for temporary staffing and executive recruitment services.
On June 14, 2021, the State of Florida Division of Management Services issued a competitive solicitation, RFP # 2180111600-RFP, for Temporary Staffing Services, which received 20 responses. On June 14, 2021, 22nd Century Technologies, Inc. (22nd Century), was chosen as one of two intended contract awardees to provide services. The awarded contract was for an initial term of three years with one renewal term up to three additional years. The State of Florida has exercised the renewal option through July 31, 2027.
On September 29, 2024, Marion County, Florida, issued a competitive solicitation, RFP# 24P-026, for Temporary Staffing/Executive Recruitment Services, which received nine responses. On February 19, 2024, Ad-Vance Personnel Services, Inc., d/b/a Ad-Vance Talent Solutions (Ad-Vance), was chosen as the intended awardee of the contract for providing services. The awarded contract was for a term of one year through April 30, 2025, with four annual renewal options available. Marion County has exercised the first renewal option through April 30, 2026.
FINDINGS AND CONCLUSIONS:
In accordance with Chapter 287, Florida Statutes, and the City of Ocala’s contracting and procurement policies and procedures, the City has the legal authority to piggyback the purchase of goods and services as contracted by another governmental entity as a form of inter-governmental cooperative purchasing when seeking to utilize the same or similar services provided for in said contract. 22nd Century and Ad-Vance have agreed to extend pricing and services to the City of Ocala under the same terms and conditions as the underlying contracts with the State of Florida and Marion County.
FISCAL IMPACT:
Each department has its own budget for these services when needed and approved by its director.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
These Agreements will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
