BACKGROUND:

Currently, the degraded sewer infrastructure that flows to the City’s Water Reclamation Facility allows sewer flows to leak into surrounding soils during normal operations and allows stormwater leaks into the sewer pipe during storm events (exfiltration). 

 

Through the Sewer Exfiltration Project (the “Project”), the City will rehabilitate its sewer infrastructure by installing specialized injection grouting and lining to degraded sewer lines and manholes to prevent the mixing of sewage flows with groundwater. This process will grout, line, and seal multiple angles, and will protect the sewer system from future debris buildup, corrosion, leaks, and root intrusion.  No digging will be required under this process. 

 

Completion of the Project will not only lead to a reduction in the amount of nitrogen loading into the Silver Springs and Rainbow Springs basins, but will also lower the costs associated with the treatment of effluent at the Water Reclamation Facility and prevent sanitary sewer overflows during storm events. 

 

FINDINGS AND CONCLUSIONS:

The City of Ocala has been awarded $500,000 by the Florida Department of Environmental Protection (“FDEP”) to fund the Project.  Grant funds will be eligible for Project work performed on or after July 2, 2022, and will expire on March 31, 2025.  The City of Ocala will not be required to have matching funds for this Project.  

 

Project work will include injection grouting, manhole liners, clay pipe lining, and replacement of manhole rings and degraded ductile iron pipes and fittings.

 

FISCAL IMPACT:

The total estimated cost of the project is $500,000. FDEP agrees to reimburse the City in an amount not to exceed $500,000.  Expenses will be appropriated in account 308-050-377-535-69-65010. An accompanying budget resolution is provided on the consent portion of the same Council meeting agenda.

 

PROCUREMENT REVIEW:

The Grant Agreement is in compliance with the City’s Procurement Policy. 

 

LEGAL REVIEW:

The Grant Agreement will be reviewed and approved for form and legality by the City Attorney, Robert W. Batsel, Jr.
