BACKGROUND:
This project consists of remediation to resolve corrosion issues and structural foundation inadequacy of the City of Ocala Pistol Range Communication Tower.
During an annual tower inspection, it was observed that the existing tower anchors are heavily corroded with most of the galvanizing completely gone. The anchors show large areas of rust, flaking, and pitting. It was determined the tower is structurally overstressed by 130 percent.
FINDINGS AND CONCLUSIONS:
On October 24, 2023, the City of Ocala issued Invitation to Bid (“ITB”) No. CIP/ 240049 for the remediation of the Ocala Pistol Range Communication Tower. On January 26, 2024, two bids were received on a unit price basis as follows:
ComStruct Services, Inc. was found to be the lowest responsible bidder with a total bid of $246,487. Staff requests a 10 percent contingency in the amount of $24,648.70 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts which may arise during construction. With the contingency, the total project budget is not to exceed $271,135.70.
Procurement reviewed past projects and found their work to be acceptable. Staff recommends award of the contract to ComStruct Services, Inc, for the remediation of the Ocala Pistol Range Communication Tower.
FISCAL IMPACT:
Funding for this contract is available in the amount of $271,135.70 in account string 001-086-860-529-52-46010.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
