BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development includes rehabilitation of owner-occupied housing for income-qualified applicants. Evaluation of the home located on NE 16th Ct. revealed active roof leaks.  There is a need to replace the HVAC system and upgrade the insulation. The main electrical service has severe deterioration and is recommended for upgrades. In addition, the following is also needed: replace kitchen cabinets, exterior doors, windows, replace water heater, exterior repair, and painting. All repairs will address health and safety needs for the homeowner.

FINDINGS AND CONCLUSIONS:

This rehabilitation is for a low-income-qualified family. Costs for this project were solicited using the City’s procurement processes and in accordance with grant and program guidelines. The City's Community Programs policy provides for projects not to exceed $50,000. Recent costs of construction have required an increase of the project limit from $50,000 to approximately $85,949.

On December 16, 2021 an invitation to bid ITB#CDS/210965 was solicited for rehabilitation of the home. The bid closed on December 29, 2021 resulting in receipt of one bid. The bid was submitted by Algat Enterprises, Inc. located in Orlando, FL for $84,819.

This action is consistent with the City's CDBG/HOME 5-year Consolidated Plan. Under the CDBG program, the homeowner is required to sign a deferred 20-year mortgage.

 

FISCAL IMPACT:

Funding in the amount of $84,819 will come from CDBG account number 346-060-644-554-55-34010.

PROCUREMENT REVIEW:

The agreement has been reviewed and approved for compliance with the City’s procurement policies.

 

LEGAL REVIEW:

The contract will be reviewed and approved for form and legality by City Attorney, Robert W Batsel, Jr.

 

ALTERNATIVE:

Council may accept staff’s recommendation or provide further direction.
