BACKGROUND:

The proposed State-Funded Grant Agreement (SFGA) FPN#435547-2-54-01 addresses the construction of SW 44th Avenue Extension (Phase 1) Project from State Road 200 to SW 20th Street.

Construction of SW 44th Avenue Extension (Phase 1), as approved in the FY 2022 Capital Improvement Plan (CIP), extends SW 43rd Street Road/SW 43rd Court (also known as SW 44th Avenue) from State Road 200 to SW 20th Street (1.7 miles) to provide a continuous two/four-lane roadway. The scope of the grant project includes extending the existing two-lane SW 43rd Street Road from the cul-de-sac (Cheddar's restaurant) to SW 43rd Court; extending SW 43rd Court from SW 32nd Street to the Sonoma Lift Station (LS #130) and rehabilitating the partially built four-lane SW 43rd Court from LS #130 to SW 20th Street.

The total estimated construction cost of the SFGA project is $2,549,729 and the Florida Department of Transportation (FDOT) agrees to reimburse the City an amount not to exceed $1,000,000. The City also agrees to bear all expenses in excess of the FDOT's participation. Construction plans and Construction, Engineering, and Inspection (CEI) services for this project will be performed by the City’s Engineering Department.

FINDINGS AND CONCLUSIONS:

This grant agreement is a necessary administrative and contractual requirement allowing the City to enter into a State-Funded Grant Agreement and accept the grant funds. The project provides better roadway connectivity and is expected to improve traffic circulation and relieve traffic congestion in the area. City staff recommends approval of this State-Funded Grant Agreement.

FISCAL IMPACT:

The estimated construction cost of the SFGA project is $2,549,729 and FDOT agrees to reimburse the City an amount not to exceed $1,000,000. The City is responsible for any cost in excess of the FDOT's participation. A budget resolution to accept the funding and appropriate the match dollars is included on the consent portion of this agenda. Funding for this project is included in the FY 2022 budget from the following accounts:
