BACKGROUND:
The Ocala Airport has identified three key locations for the installation of concrete pavement designed to enhance the operational capacity and efficiency of the airport’s general aviation activities and maintenance operations:
1. Fuel Tank Containment Pad
This component involves designing and constructing a concrete containment pad to accommodate future fuel tanks at the airport. The new concrete pad will mirror the design of the existing fuel tank containment area. Expanding the fuel capacity will support the airport’s growing general aviation operations. All infrastructure related to the fuel tanks (e.g., piping, electrical systems, and connections to fueling equipment) will be handled under a separate contract managed by Sheltair Aviation.
2. Aircraft Wash Rack
The wash rack will be specifically designed to accommodate larger aircraft, such as the Pilatus PC-12, and will feature a concrete pad to support the equipment. The system will include an oil/water separator to ensure proper wastewater management and environmental compliance. This component enhances the airport’s capabilities for aircraft maintenance, providing a dedicated facility for cleaning aircraft, improving aesthetics and functionality for aviation businesses and private aircraft owners.
3. Operations/Maintenance Parking Pad
A new concrete parking pad will accommodate four airport operations and maintenance trucks. Currently, these vehicles are parked on dirt or grass. Paving this area will help organize vehicle parking, reduce debris and dust on the airfield, and ensure that maintenance staff and equipment are readily available to address operational needs or emergencies.
FINDINGS AND CONCLUSIONS:
• Maintenance of the fuel farm remains under the management of Sheltair Aviation,
• Storm Resilience and Disaster Preparedness: Expanding the fuel farm area enhances the airport's storm resilience and disaster preparedness. With the current storage capability and 2024 sales volume, the airport has 11.28 days of Jet-A fuel and 21.74 days of AVGAS available. Expanding the fuel tank pad and increasing Jet-A capacity by 12,000 gallons will increase the number of days of Jet-A fuel to 15.25 days, further improving the airport’s operational readiness.
• Airport staff work closely with the city engineer to ensure the project complies with local regulations, standards, and permitting requirements.
• The project aligns with the long-term goals outlined in the Airport Master Plan.
• McFarland Johnson, Inc. is the consultant responsible for the design work, operating under an existing general consulting agreement (AIR/220118), dated July 20, 2022.

WHEREAS, the Florida Department of Transportation (FDOT) has awarded the City $543,320 in grant funding for these projects; and
WHEREAS, the City of Ocala will provide the local share of funding in the amount of $135,830, sourced from the Airport reserve for contingencies account; and
WHEREAS, these projects will improve storm resilience, environmental compliance, and operational readiness while supporting general aviation activities and tenants at Ocala International Airport.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2024-25 budget be amended as outlined below to appropriate funding as follows:
