BACKGROUND:

The City of Ocala’s Water Resources Department manages over 150 lift stations that treat millions of gallons of wastewater daily. To maintain uninterrupted service, bypass pumps are used to control flow and capacity during maintenance, emergency repairs, sewer main breaks, and storm events.

FINDINGS AND CONCLUSIONS:

A maintenance analysis has identified that the City's current bypass pumping equipment does not adequately support system requirements during periods of high flow or catastrophic failures at Lift Stations 5 and 46. Therefore, it is necessary to acquire additional high-capacity pumps to maintain uninterrupted service.

The Atlas Copco PAC H108 JD-S 325HP FT4 is a trailer-mounted, diesel-powered bypass pump engineered to provide dependable high-flow and high-head performance. It efficiently moves wastewater over long distances, handles solids, and operates independently during power outages or storm events.

This equipment improves system resilience, lowers the risk of sewer overflows, and maintains compliance with Florida Department of Environmental Protection regulations.

On April 5, 2023, after a competitive solicitation, Sourcewell awarded a contract for portable construction equipment with related accessories to Power Technique North America, LLC (“Power Technique”).  The initial contract term will expire April 20, 2027, and the contract offers one one-year renewal option.  The terms of the contract apply to direct sales and service, as well as sales and services offered by Power Technique’s authorized dealers, distributors, and resellers.  Hydra Service, Inc. is an authorized reseller of Atlas Copco pumps. 

As a political subdivision of the State of Florida, the City of Ocala qualifies as an eligible user of Sourcewell cooperative purchasing agreements to procure goods.  Sourcewell Contract No. 020923-PWT will be utilized to purchase a Atlas Copco Bypass Pump for a 35% discounted rate from the MSRP of $285,970.  These goods have been competitively solicited by Sourcewell, a State of Minnesota agency and service cooperative, and evaluated and determined by the Fleet and Procurement Department to be cost effective and to afford the City best value. 

Staff recommends purchasing one Atlas Copco bypass pump from Hydra Service in the amount of $188,281, utilizing Sourcewell Cooperative Contract No. 020923-PWT.

 

FISCAL IMPACT:

Funding for this purchase is allocated in account 455-030-303-535-66-64010 - Water Resources Machinery & Equipment.

 

PROCUREMENT REVIEW:

These goods were procured in compliance with the City’s procurement policy.
