BACKGROUND:

This service is utilized on an as-needed basis to help control mosquito populations and minimize the potential threat of mosquito-borne diseases.  Our mosquito control program consists of larvicide treatment to inhibit breeding populations and adulticide spraying to combat adult mosquito populations.  Larvicide treatments are a preventive measure intended to reduce mosquito populations.  Adulticide spraying is conducted after mosquito traps or landing count tests confirm the presence of mosquitoes. Trapped mosquitoes are tested for gender, and the results are sent to the Florida Department of Agriculture and Consumer Services (FDACS), the agency charged with oversight of mosquito control programs in the State of Florida.  FDACS tests mosquitoes for vector-borne diseases and publishes the data used by the Department of Health to alert the public to potential vector-borne disease outbreaks.

 

FINDINGS AND CONCLUSIONS:

The existing three-year agreement was approved by the City Council on May 16, 2023, with a not-to-exceed amount of $240,000 and the option for two additional one-year renewals. Clarke Environmental was the sole responsive bidder.

Clarke Environmental is the current provider of mosquito control services to the City of Ocala and has done an excellent job providing this service.  Public Works does not have the equipment or staffing to provide this service in-house.

Staff recommends approval of the first amendment to the agreement for the first one-year renewal with Clarke Environmental Mosquito Management, Inc., from July 11, 2026, through July 10, 2027. There is a 3 percent line-item price increase for this renewal period.

 

 

 

FISCAL IMPACT:

Funding for this contract is budgeted into account 158-023-430-538-53-34010 for Fiscal Year 2025-26 in the amount of $21,250.  Funding will be budgeted in the same account in Fiscal Year 2026-27 in the amount of $63,750. 

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

This Amendment will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
