BACKGROUND:

Ocala Electric Utility (OEU) has an ongoing need for underground equipment inspection and remediation services. This equipment consists of pad-mount transformers and primary equipment enclosures.  Elements, including hard water from irrigation systems and fertilizer, contribute to the breakdown of the steel shell of the equipment. The damage to the equipment may include rust, holes, broken hinges, and non-functional locking mechanisms.

 

These types of repair services are not performed in-house. Outsourcing this remediation service provides OEU with an effective and efficient way to repair and maintain equipment, extending the useful life of the existing equipment.

 

After a competitive solicitation process, the Florida Municipal Power Agency (FMPA) awarded a contract to Osmose Utility, Inc., FMPA #2021-114, titled “Transformer Painting and Inspection Services.” This is a one-year, annual renewable contract expiring on July 31, 2025. At that time, the participating members will revisit the contract to consider whether to extend the award by mutual consent.

 

 

FINDINGS AND CONCLUSIONS:

OEU requests approval to utilize the FMPA contract with Osmose Utility, Inc. for underground equipment inspection and remediation services.

 

FISCAL IMPACT:

The funds have been approved in Fiscal Year 2024-25, account #332-032-222-531-53-46010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s procurement policy. 

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
