BACKGROUND:
The City of Ocala (City) applied for a grant through the Hazard Mitigation Grant Program (HMGP), Project No. DR-4337-319-R as approved by the Florida Division of Emergency Management (FDEM) and the Federal Emergency Management Agency (FEMA), to improve the drainage and provide storm event protection to two lift stations.
The purpose of the project is to provide utility protective measures and backup power to Lift Stations 9 and 22, along with drainage improvements in Fisher Park.
The HMGP construction scope includes protecting Lift Stations 9 and 22 by raising their electrical equipment at least one foot above the base flood elevation (BFE) and installing permanent generators-200 kW and 20 kW, respectively, or as determined by the vendor or an electrical engineer during the bid process to adequately support each critical facility. Additionally, drainage improvements shall include the expansion of the existing Fisher Park pond to maximize runoff storage and the construction of a new stormwater pump station and force main to allow for more discharge into an existing upstream City drainage retention area (DRA).
FINDINGS AND CONCLUSIONS:
On September 14, 2021, City Council approved Subgrant Agreement No. H0413 with FDEM for generators and utility protection for Lift Stations 9 and 22, and drainage improvements for Fisher Park pond for $682,942.91 (75 percent federal share), a 25 percent city share of $227,523.75, and contingency funds of $20,740.
On July 12, 2023, the project was bid, and the results came in higher than the original budget. Engineering then requested additional funds from FDEM/FEMA. FDEM approved the budget request and recommended approval to FEMA.
On November 7, 2023, the City awarded a contract for the project in the amount of $1,217,424, plus a contingency of $41,480, for a total project expenditure not to exceed $1,258,904.
After evaluation, FEMA approved the additional funds for the project, resulting in Modification No. 1 to Subgrant Agreement No. H0413.
Staff recommends approval of this amendment.
FISCAL IMPACT:
The Hazard Mitigation Grant Program DR-4337-319-R increases federal funding (75 percent share) by an additional $246,051.75, bringing the total federal funding to $928,994.66. This will be allocated as $211,162 to account 308-050-373-538-69-65010 and $34,890 to account 158-050-373-538-69-65010. A budget resolution to appropriate the additional grant funds is provided in the general business portion of this agenda. This project has additional contingency funds of $41,480, which are not included in the budget, but can be used upon request and approval from FDEM for unforeseen conditions.
