BACKGROUND:

The elevator located in the City’s Citizens Service Center, located at 201 SE Third Street, has reached its end of life and needs refurbishment. This public elevator provides access to the Growth Management Department and meets Americans with Disabilities Act accessibility requirements.

FINDINGS AND CONCLUSIONS:

The existing elevator cab shell, platform, doors, and floor will be retained. The obsolete electronic controller, pump unit, drive system, cab cables, lighting, and wiring will be replaced with new ones. All work shall meet or exceed state, local, and ANSI-A17 2016 code requirements for elevators. Staff recommends approval of this repair.

After a competitive solicitation process, the City awarded Contract No. FAC/230355 for elevator/lift preventative maintenance and repair services to Oracle Elevator Company (“Oracle”) on June 15, 2023.  Pursuant to the contract scope, Oracle provides monthly preventative maintenance services, as needed repair services, and safety testing, and maintains an inventory of routine parts. Expenditures under the maintenance and repair contract were estimated to not exceed $50,000 over the course of the contract’s two-year term.

In July 2023 Facilities Department sought a procurement exception to utilize Contract No. FAC/230355 for the refurbishment of the Citizens Service Center elevator at a base cost of $82,680, plus additional fees for expedited service.  After considering the replacement was incidental to a repair call made under Oracle’s maintenance and repair contract and that Oracle would be the provider of preventative maintenance and repair services through at least the end of the contract term, Procurement and Contracting Department staff granted said exception and found that it would afford the City best value and best serve the City’s interests.

FISCAL IMPACT:

Funding for this repair will be allocated to account 001-016-601-515-51-46010.

PROCUREMENT REVIEW:

These goods and services were procured in compliance with the City’s Procurement Policy.
