Key Points & Concurrent Applications:

This request for a Planned Development (PD) Plan and Standards Book in conjunction with a concurrent rezoning request (PD26-0002) has been submitted to allow the development of a one-phase, 21,000-square-foot medical office building on approximately 4.26 acres. The associated rezoning for the subject property requests to change the zoning from PUD-RO, Office Planned Unit Development, to PD, Planned Development.  Approval of the PD Plan and Standards Book is contingent upon approval of the associated rezoning ordinance. 

The purpose of the PD Plan is to establish the proposed site layout, including building placement, access, parking, stormwater facilities, landscaping, buffering, open space, and signage. The PD Standards Book establishes the development standards that will govern the site.

PD Plan and Standards Book Details (New Ocala MOB, LLC PD, dated August 6, 2026):

The PD Plan and Standards Book establishes a one-phase development consisting of:

                     One 21,000-square-foot medical office building that includes medical and ancillary services, such as counseling services, chemotherapy treatment, administrative offices, and other similar healthcare-related uses.

                     Primary access is provided by an existing joint driveway on SE 3rd Avenue, with secondary access from SE 24th Street. The PD Plan includes internal drive aisles, parking, and a covered patient drop-off area

                     The PD Plan establishes the location of the proposed building, parking areas, stormwater management facilities, landscaping, buffering, open space, and signage. The PD Standards Book also includes one requested variation to allow off-street parking within 7.5 feet of property zoned RO in lieu of the required 10-foot setback.

 

FINDINGS AND CONCLUSIONS:

                     The proposed development provides approximately 40.81% open space, exceeding the minimum requirement of 25%, and provides approximately 17.85% usable open space, exceeding the required 10%.

                     The proposed PD includes a 21,000-square-foot medical office building with a floor area ratio (FAR) of approximately 0.11, which is consistent with the maximum commercial FAR of 0.75 allowed within the Low Intensity Future Land Use designation.

                     The requested parking setback variation provides flexibility in the site layout while maintaining adequate buffering between the proposed parking area and adjacent properties.

                     The proposed PD rezoning is consistent with existing land use, the Comprehensive Plan, and the City’s Code of Ordinances.

                     City utilities are available at this location, and no level of service issues have been identified for public facilities as a result of the zoning request.

                     The proposed development will be subject to site plan review to ensure compliance with the approved PD Plan and the Code of Ordinances.

 

Staff recommends approval with the following conditions:

1.                     Connection to City public facilities will be required prior to further development of the property.

2.                     All internal drive aisles within the development shall be privately owned and maintained.

3.                     A sidewalk along both SE 3rd Avenue and SE 24th Street shall be provided with development of the property.

4.                     Natural vegetative buffers as shown on the PD Plan must be maintained  and vegetative infill, as necessary, shall be provided to adequately screen adjacent residential uses.

5.                     Signage along SE 24th Street shall be limited to external illumination only fora freestanding ground mounted sign and applicable wall signs. Digital or internal illumination shall only be allowed on SE 3rd Avenue pursuant to the PD Standards Book. All external illumination of signage shall not create glare or off-site impacts greater than one-foot candle beyond the property line.

A RESOLUTION APPROVING A PD PLAN AND STANDARDS BOOK (NEW OCALA MOB LLC PD) FOR PROPERTY LOCATED AT 325 SE 24TH STREET (PARCEL 30576-000-00), APPROXIMATELY 4.26 ACRES (CASE PD26-0002)

 

Whereas, New Ocala MOB LLC PD submits a PD plan (Case PD26-0002) for property located at 325 SE 24th Street (Parcel 30576-000-00), approximately 4.26 acres to allow for the development of a 21,000 square foot medical office building; and

 

Whereas, the proposed PD Plan and Standards Book for New Ocala MOB, LLC PD is consistent with the requirements for Chapter 122, Division 30, Planned Development of the city’s Land Development Regulations; and

 

Whereas, associated zoning Ordinance _________ amends the zoning map of the City of Ocala changing parcel 30576-000-00 from PUD-RO, Office Planned Unit Development, to PD, Planned Development; and

 

Whereas, on _________, 2026, the Planning and Zoning Commission recommended approval of the applicant’s request by a ______________ vote.

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session, as follows:

1.                     The City of Ocala does hereby approve the New Ocala MOB LLC PD submits a PD plan (Exhibit “A”) and PD standards book (Exhibit “B”).

2.                     The effective date for this resolution will be _______________, 2026.

3.                     The approved PD plan and associated PD standards book shall apply to the following described land located in Ocala, Marion County, Florida, to wit:
