BACKGROUND:
The TDP serves as the basis for defining public transit needs which is a prerequisite to the receipt of state funds. The TDP defines public transportation needs and solicits broad input by coordinating with other plans, conducting substantial public outreach, and exploring community goals with decision-makers and other stakeholders. The primary goals of developing and implementing the TDP update are as follows:
• Determine strategies to increase ridership and service efficiency within the existing service area.
• Enhance local and regional transit service connectivity and efficiency.
• Increase operating revenue and funding opportunities.
The City of Ocala Procurement Department issued a Request for Letters of Interest (LOI) for the Transit Development Plan (TDP) update on November 3, 2021. Letters were received on December 3, 2021, from four interested firms: Michael Baker International, Inc., Kimley-Horn and Associates, Inc., HDR Engineering, Inc., and Tindale-Oliver and Associates, Inc.
FINDINGS AND CONCLUSIONS:
The proposals were reviewed by a Selection Committee which consisted of Transportation Planning Organization (TPO) Director/Rob Balmes, Chief Planning Official/David Boston, Senior Transit Planner/Ji Li and Fiscal Manager/Holly Lang. The Selection Committee shortlisted the top three firms and HDR Engineering, Inc., was the highest-ranked firm who the Selection Committee voted to begin contract negotiations to determine the final scope and fee.

The plan will include a summary of the outreach conducted and the feedback received; identification of the community’s long-term transit needs; options and alternatives to address those needs; cost and revenue projections; a plan organized into goals, objectives, and policies; and a monitoring and evaluation strategy to determine the City’s success, and the success of our community partners, in implementing the TDP over time.
The plan must be adopted by September 1, 2022. The most recent TDP was adopted in 2017. As part of the process, a review committee made up of stakeholders will be established to guide to the City regarding the future of transit service in the SunTran service area.
FISCAL IMPACT: This contract will be funded by the 2021 American Rescue Plan (ARP) Grant Section 5307, FTA application number 1034-2021-1 with the Federal Transit Administration (FTA). The FTA grant provides 100% of the funding for the project up to $200,000. No local match is required for the first $200,000. The City will dedicate an additional $30,000 in local transit funds to change orders exceeding the first $200,000, if necessary.
This contract will use funds from SunTran grant accounts 494-060-663-544* and 494-060-664-544* for ARP funds and SunTran grant match accounts 091-099-999-541-81-91494 (City) and 494-337-000-000-07-34350 (Marion County) for local funds.
PROCUREMENT REVIEW: The solicitation has been reviewed and approved for compliance with the City's procurement policies and the Federal Transit Administration (FTA) requirements.
LEGAL REVIEW: The contract will be reviewed and approved for form and legality by City Attorney, Robert W. Batsel, Jr.
