BACKGROUND:
On November 17, 2020, the City Council approved SunTran’s Public Transportation Agency Safety Plan (PTASP), which was developed in accordance with the requirements of 49 Code of Federal Regulations (CFR) Part 673. The PTASP establishes the Safety Management System (SMS) framework for SunTran and outlines the policies, procedures, and responsibilities necessary to support the safe operation of the transit system. The plan governs the administrative personnel responsible for the oversight, authority, and management of SunTran. It defines safety-related responsibilities for the contracted service provider overseeing transit operations and fleet maintenance. Federal and state regulations require the PTASP to be reviewed and updated annually. Pursuant to the plan, the annual review must be completed by June 1, after which the Accountable Executive must approve the updated document and submit it to the City Council for formal adoption and certification of compliance by July 15.
Upon review of prior PTASP-required annual approvals, it was found that approval by the Oversight Authority (City Council) did not occur. Recognizing this oversight, staff is requesting City Council approval of the 2026 PTASP.
This annual update includes several minor administrative revisions, including updates to agency information to reflect position changes, revisions to the organizational chart to reflect staffing changes, and updates to safety performance targets based on the most current available performance data. Specific PTASP 2026 revisions are noted as follows:

FINDINGS AND CONCLUSIONS:
Staff reviewed the proposed revisions and determined that with the minor annual updates, the PTASP remains compliant with all applicable federal and state requirements.
The City Manager has approved the updated 2026 PTASP.
Staff recommends approval.
