BACKGROUND:
The most recent Airport Layout Plan (ALP) drawing set was approved by the FAA on September 29, 2014. Since that time several new projects have been constructed or proposed and a “pen-and-ink” update to the ALP was conducted in 2020 to reflect those projects. The Airport continues to expand and attract development opportunities for air cargo, aircraft maintenance and repair, large scale hangar developments, t-hangar developments, a potential commercial terminal, and other non-aviation commercial developments. Therefore, it is necessary to conduct additional updates to the ALP so the potential impacts of those developments can be identified and evaluated.
The ALP update involves the following tasks (the specific work scope is attached).
• Task 1 - ALP Drawing Updates
• Task 2 - Update FAA Terminal Area Forecast
• Task 3 - Develop Apron Utilization Plan
• Task 4 - Capital Improvement Program Project Drawings
• Task 5 - Update Aerial Imagery
• Task 6 - Narrative Report
• Task 7 - Meetings & Coordination
FINDINGS AND CONCLUSIONS:
• The ALP is used extensively during grant negotiations with both FDOT and FAA.
• The ALP is a drawing set of approximately 15 pages that depicts current and future development, airspace setbacks, inventory analysis, etc.
• Task 3 is specifically included at the request of the FAA, as a precursor to moving forward with the west side development, specifically future construction of Taxiway-C (Charlie).

A RESOLUTION AMENDING THE FISCAL YEAR 2021-2022 BUDGET TO APPROPRIATE GRANT FUNDING FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION (SPTGA #450682-1-94-01) IN THE AMOUNT OF $39,916 AND MATCHING CITY FUNDS IN THE AMOUNT OF $9,979
WHEREAS, the Airport Layout Plan (ALP) was approved by the FAA on September 29th, 2014; and
WHEREAS, the last update to the ALP was conducted in 2020; and
WHEREAS, significant development has occurred and is being proposed, requiring further updates to the ALP; and
WHEREAS, the FDOT has appropriated funds through the attached PTGA, in the amount of $39,916; and
WHEREAS, under this PTGA the City’s matching obligation is $9,979 and is available in the Airport Reserve for Contingencies account.; and
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session that the Fiscal Year 2021-2022 budget be amended to appropriate funding as outlined below:
