BACKGROUND:
The Public Works Stormwater Division is requesting approval of a one-year renewal of Contract No.: PWD/180318 with All Seasons Landscape Contractors, Inc. for street sweeping services of city-maintained curbed roads and parking lots. The contractor will sweep year-round on a set schedule but may also be called upon to provide service as the need arises for special events and emergencies. Street sweeping is necessary to keep roadways free of accumulated debris that impedes the flow and causes blockage of stormwater through the stormwater drainage system.
FINDINGS AND CONCLUSIONS:
On March 12, 2019, the City issued Invitation to Bid (“ITB”) No. PWD/180318 for street sweeping services. On May 7, 2019, Council approved the award of a three-year contract for street sweeping services to All Seasons Landscape Contractors, Inc. The agreement included two optional one-year renewal periods. On April 5, 2022, Council approved the first renewal with a 20% increase for the period of May 8, 2022, through May 7, 2023.
There is no increase in cost for this renewal. The line-item pricing remains the same as the previous year’s approved renewal. Staff benchmarked prices for street sweeping services. All Seasons Landscape Contractors, Inc.’s pricing is the lowest price and best value. The Public Works Stormwater Division does not have the staffing to perform this task with in-house personnel.
Staff recommends approval of the renewal contract with All Season Landscape Contractors, Inc. for a one-year term beginning May 8, 2023, through May 7, 2024.
FISCAL IMPACT:
Funding for this contract is budgeted in account 158-023-430-538-53-34010 for Fiscal Year 2022-23 in the amount of $99,850 and will be budgeted for Fiscal Year 2023-24 in the amount of $139,790.

These services were procured in compliance with the City’s Procurement Policy.
