BACKGROUND:  The plat includes 237 single-family residential lots, 15 tracts, and 1.87 miles of road on 128.52 acres. The developer is Cal Hearthstone Lot Option Pool 01, LP, and the plat was prepared by JCH Consulting Group. The water and sanitary sewer improvements will be publicly maintained following the standard one-year maintenance period. The roadways, drainage conveyance system/retention areas, landscape, and open space will be maintained by the homeowners’ association. A developer’s agreement addressing the subdivision improvements was approved at the May 17, 2022 City Council meeting.

 

Construction of the infrastructure is underway.  The developer has provided adequate assurance of completion to immediately record the plat. A residential solid waste impact fee of $62,805.00 (237 x $265.00) is due at the time of the final plat approval.

Case No. SUB22-44738 (final plat) was recommended for approval by the Planning and Zoning Commission on April 10, 2023.

 

FINDINGS AND CONCLUSIONS:  The revised plat has been submitted, is under final review, and the title opinion has been updated. Legal review and staff comments must be satisfied prior to plat recordation. Clearances from the Florida Department of Environmental Protection for the water and wastewater systems must be obtained prior to placing these systems into service and issuing of Certificate of Occupancies

 

FISCAL IMPACT: The potable water and wastewater systems will be the city’s responsibility following the one-year maintenance period.
