BACKGROUND:
The Drainage Rehabilitation Improvement Program (DRIP) covers various stormwater improvement projects. These projects are assigned to a contractor based on the City of Ocala’s (City) ongoing and/or emergency needs within the City’s service area.
FINDINGS AND CONCLUSIONS:
On January 10, 2023, the City issued its Invitation to Bid (ITB) No.: CIP/230150 for the provision of services related to the Drainage Rehabilitation Improvement Program. Bids were requested on a unit price basis to be tabulated based on three random sample projects utilizing the bidders’ line-item pricing, described as follows:
1. Expansion of an existing drainage retention area (DRA) project which included DRA dewatering, excavation of materials, grading, installation of a manhole, stormwater pipe installation, and other associated items.
2. A stormwater pipe project to connect a new construction site into the City’s Stormwater Conveyance System which includes multiple manhole installation, pipe work connecting the system, removal and replacement of unsuitable materials, asphalt removal and replacement, concrete removal and replacement (sidewalks, curbing and ramps) and all other associated items.
3. Expansion of an existing DRA, installation of a new Stormwater Conveyance System and installation of a Filtration System (manufactured by Suntree Technologies, Inc.), and all other associated items.
On March 9, 2023, one bid was received and the bid summary based on the sole bidder’s unit pricing for the sample projects appears below:

Marion Rock, LLC (Marion Rock) was the only bidder. Marion Rock, the City’s current DRIP contractor, has completed similar projects for the City in the last five years. Marion Rock is a local contractor and their experience is well documented.
Staff recommends approval of the contract for a not-to-exceed amount of $1,500,000 per fiscal year, for a total of $3,000,000 over the initial contract term. Each project under this contract will have an individual purchase order number with 10% contingency for the City Engineer to approve change orders to the contract for any unforeseen conditions encountered during construction. Projects under this contract will have 5% retainage withheld that will be released after final completion of each project.
For reference, the sample projects described above were between 4% and 7% above the previous year’s costs.
FISCAL IMPACT:
Funding in the amount of $750,000 is available in the FY23 account #158-020-343-538-69-65010 and additional funds will be appropriated in FY24 to satisfy the contract. This will also include any grants provided to the City for drainage projects.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
