BACKGROUND:

Key Points:

This request is to amend the Planned Development (PD) Plan, which includes the Master Signage Plan and Standards Book, to provide for an updated master sign plan that was approved and adopted by City Council as part of Resolution 2021-20.  All other portions of the PD Plan and Standards Book remain unchanged.  Further, the proposed PD amendment excludes the Jaguar Auto Dealership property (parcel# 35512-001-03).   The proposed PD amendment includes the following specific revisions:  

 

                     PD Plan Amendment - Replaces the existing Master Signage Plan, Sheet COO4 of the PD Plan, with a new Master Signage Plan that provides location, sign type, dimensions, and design standards for all signage within the Winding Oaks PD.

                     PD Standards Book Amendment - Removes language that states, “The tree motif shown in the PD Plan will be consistent throughout the PD area” on Page 6 of the PD Standards to provide consistency with the Standards Book and the PD Plan, Master Sign Plan.

 

No other changes are proposed to the PD Plan or Standards Book.

 

The following calendar of events provides a history of the events, adoption, and subsequent amendments related to the Winding Oaks Planned Development (PD):

                     On October 17, 2017, Resolution 2018-1 was adopted, which approved the Conceptual PD with associated PD Guidelines for the westernmost 446 acres.

                     In 2019, our Code was amended to combine the PUD and PD processes, necessitating additional steps for the Winding Oaks PD.

                     On October 15, 2019, Resolution 2020-2 was adopted, amending the PD Plan and PD Standards book for the westernmost 446 acres.

                     On April 20, 2021, Resolution 2021-20 was adopted, including all 960.48 acres of what we all know now as Winding Oaks and excluding the Jaguar auto dealership and School Board property.

 

PD Plan and Standards Book Details:

The amended Master Sign Plan for the Winding Oaks Planned Development includes 55 sign locations throughout the area.  These signs consist of various types, such as primary and secondary entry monuments, multi-tenant and single-tenant signs, tertiary monuments, and directional signage.  According to the amended PD Standards Book, all signage must adhere to the approved Master Sign Plan and regulations in Chapter 110 of the Land Development Regulations.  This amendment does not alter any other development standards or land uses from the approved Winding Oaks PD Plan.

It is noted that the Jaguar property (parcel# 35512-001-03) is excluded from this PD plan amendment consistent with Resolution 2021-20.  The existing master sign plan and tree motif language previously approved will continue to apply to parcel # 35512-001-03.

 

Planning & Zoning Commission Meeting

 

Staff presented a PowerPoint outlining the proposed amendment to the Winding Oaks Planned Development (PD) Master Signage Plan.  Based on questions, staff confirmed that the amendment was limited to signage and does not alter or change the remainder of the previously approved PD plan.  One public comment was received at the meeting relating to buffering, which is not a subject of the proposed amendment.  

Following the discussion, the Planning and Zoning Commission voted six to zero to recommend approval of the amendment.

 

FINDINGS AND CONCLUSIONS:

                     The proposed amendment is consistent with the Comprehensive Plan and Land Development Regulations.

                     The amendment excludes the Jaguar Auto Dealership property from the amendment.

                     The scope of the amendment is limited to signage for the PD, including a new sign master plan (Sheet C004 of the PD Plan).

                     The amendment will have no impact on the previously approved, future land use classification, zoning classification, or Level of Service.

                     The proposed Master Signage Plan is incorporated into the PD Plan and PD Standards Book:

o                     Removes the language that states, “The tree motif shown in the PD Plan will be consistent throughout the PD area” on Page 6 of the PD Standards.

o                     Replaces the existing Master Signage Plan with a new Master Signage Plan that depicts location and new design standards for all signage within the Winding Oaks PD.

                     The proposed amendment is not anticipated to alter the project’s impact on Levels of Service.

A RESOLUTION APPROVING AN AMENDMENT TO THE PLANNED DEVELOPMENT (PD) MASTER SIGNAGE PLAN AND ASSOCIATED PD STANDARDS BOOK (WINDING OAKS PD) AS PREVIOUSLY ADOPTED BY RESOLUTION 2021-20, FOR PROPERTY LOCATED AT 4090 SW 66th STREET (PARCELS 35512-001-00, 35512-002-00, 35512-001-04, & 35512-001-07, 35512-001-08, 35512-001-09, & 35512-001-10), APPROXIMATELY 960.59 ACRES (CASE NO. PD20-0007), EXCEPTING PARCEL 35512-001-03 FROM THE AMENDMENT.

 

Whereas, KL Winding Oaks, LLC (the “applicant”) submitted a PD Plan (Case PD20-0007) and Standards Book for property located at 4090 SW 66th Street, approximately 960.59 acres to develop a mixed- use development consisting of commercial, single- family residential and multi- family residential; and

 

Whereas, as associated Ordinance 2019-28 amended the zoning map of the City of Ocala changing parcels from PUD, Planned Unit Development & PD, Planned Development, to PD, Planned Development; and

 

Whereas, the City Council adopted Resolution 2020-2 establishing the PD Plan, Master Signage Plan, and Standards for development for the construction of mixed- used development, including commercial, residential, and multi- family; and

 

Whereas, the City Council adopted Resolution 2021-20 revising the PD Plan, Master Signage Plan, and Standards for development for the construction of mixed- used development, including commercial, residential, and multi- family, excepting Parcel #35512-001-03 from the amendment; and

 

Whereas, the applicant submitted an amendment to the Master Signage Plan and Standards Book (Case PD20-007) requesting to remove the language that states, “The tree motif shown in the PD Plan will be consistent throughout the PD area”, and replace the existing Master Signage Plan with a new Master Signage Plan that depicts location and new design standards for all signage within the Winding Oaks PD excepting Parcel #35512-001-03 from the amendment; and

 

Whereas, on September 8, 2025, the Planning and Zoning Commission recommended approval of the applicant’s request by a 6 to 0 vote.
