OCALA’S RELEVANT STRATEGIC GOALS:

Quality of Place.

Bid released to public 3/7/2023

body

BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development includes rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants.

The property located at 322 NE 12th Avenue (the “Pennington Residence”) was brought to the attention of the Community Programs Division in June 2022 after a tree fell through the home. Evaluation of the Pennington Residence revealed severe structural damage to the roof. In addition, the heating, ventilation, air conditioning system, and electrical system must be upgraded. Insulation must be installed, and plumbing replaced. There are foundation issues that must be addressed. Exterior and interior walls need repair. Smoke and CO2 alarms must be installed.

FINDINGS AND CONCLUSIONS:

This rehabilitation is for a qualified low-income family. Costs for this project were solicited in accordance with the City’s Procurement Policy and grant and program guidelines. An evaluation was done to determine if it would be more cost-effective to demolish and rebuild this home. It was determined that rehabilitating this unit, instead of demolishing and rebuilding, will save nearly $100,000.

On March 7, 2023, the City issued its Request for Quotes (“RFQ”) No.: CDS/230073 for the residential rehabilitation of the Pennington Residence.  The bid closed March 30, 2023, and two bids were received. R&R Builders, LLC, was found to be the lowest responsive and responsible bidder with a total bid amount of $157,100.  Bid results for the responsive bidders are summarized below:
