BACKGROUND:

On March 30, 2020, the City of Ocala and Junior League of Ocala, Florida, Inc. (“Junior League”) entered into a sponsorship agreement wherein Junior League agreed to commit $40,000 in sponsorship funding for the development of an indoor playground at the new Mary Sue Rich Community Center at Reed Place over the course of four years. 

 

In its June 16, 2015 sponsorship agreement with the City, Junior League committed $40,000 in sponsorship funding for the development of a pavilion at Scott Springs Park and play equipment at three (3) additional Ocala neighborhood parks.  With this funding the City was able to develop a family pavilion at Scott Springs Park, install play equipment at Marimere Park, and replace the playground at Fisher Park.  $10,000 in funding remains under the 2015 Sponsorship Agreement and the Junior League and the City have agreed to apply those funds to the development of the indoor playground at the Mary Sue Rich Community Center, bringing Junior League’s total contribution for the project to $50,000. 

 

FINDINGS AND CONCLUSIONS:

                     The Junior League of Ocala, Florida is committed to providing $50,000 in sponsorship funding by September 30, 2023 which includes $10,000 remaining from its June 16, 2015 Sponsorship Agreement.

                     Public-private partnerships provide for a shared investment in community resources that benefit the City of Ocala residents.

                     The funds will be used for the indoor playground at the Mary Sue Rich Community Center as a part of the FY22 approved Capital Improvement Project. 

 

 

 

FISCAL IMPACT:

The total sponsorship for the indoor playground at the Mary Sue Rich Community Center is $50,000. $10,000 was received from an agreement in the past and is available in the General Fund Reserve for Contingencies account (001-099-999-513-81-99800).  $10,000 was collected in FY21 and $10,000 has been collected in the current fiscal year. The remaining $20,000 will be collected in two annual installments prior to the agreement’s expiration. This revenue will be applied to 001-366-000-000-16-36630.

The underlying Sponsorship Agreements were previously approved as to form and legality by City Attorneys Robert W. Batsel, Jr. and Patrick G. Gilligan.  The budget resolution will be approved by City Attorney, Robert W. Batsel, Jr.

BUDGET RESOLUTION 2022-171

 

A RESOLUTION TO AMEND THE FISCAL YEAR 2021-2022 BUDGET TO APPROPRIATE A DONATION FROM THE JUNIOR LEAGUE OF OCALA, FLORIDA, INC. FOR THE PURCHASE OF THE INDOOR PLAYGROUND AT THE MARY SUE RICH COMMUNITY CENTER
IN THE AMOUNT OF $50,000  

 

WHEREAS, the City of Ocala, through its Recreation and Parks Department, will continue to develop and maintain playgrounds to enhance the quality of life for city residents; and

 

WHEREAS, the Junior League of Ocala, Florida, Inc. has agreed to provide a sponsorship in the amount of $50,000 in support of an indoor playground development at the Mary Sue Rich Community Center by September 2023; and

 

WHEREAS, the Junior League of Ocala, Florida, Inc. has paid the City of Ocala $30,000 to date, $10,000 of which was from an agreement in the past and is available in the Reserve for Contingencies account; and

 

WHEREAS, the Recreation and Parks Department will collect the remaining $20,000 prior to the expiration of the agreement; and

 

WHEREAS, in keeping with the City’s goal of quality of place, the City will include an indoor playground at the Mary Sue Rich Community Center.

 

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session that the FY2022 budget be amended as outlined below to appropriate a $50,000 donation from the Junior League of Ocala, Florida, Inc. to fund the indoor playground at the Mary Sue Rich Community Center.
