BACKGROUND: On September 19, 2023, the City of Ocala and Marion County entered into an interlocal agreement that outlined their respective financial support of SunTran. The percentage of support is determined each year based on the number of operating hours SunTran spends in either the City or County. The percentages between the City and County vary from year to year based on service changes identified in the current Transit Development Plan. For Fiscal Year 2023-24, the percentage split is 75 percent for the City and 25 percent for Marion County. In Fiscal Year 2023-24, the City budgeted $566,707 and Marion County budgeted $188,903, to be used as the local matches to SunTran grants.
FINDINGS AND CONCLUSIONS: Local matches are a requirement of the FTA and FDOT grants.
FISCAL IMPACT: The City budgeted $566,707 as its local match in account 494-381-000-000-19-38091 this fiscal year. Funds will be applied to various expense accounts in accounting string 494-050-451-544-54*. Marion County’s match of $188,903 was adopted in its Fiscal Year 2023-24 Budget.

A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO ACCEPT AND APPROPRIATE LOCAL MATCHING FUNDS IN THE AMOUNT OF $188,903 FROM MARION COUNTY AND $566,707 FROM THE CITY OF OCALA TO SUPPORT THE OCALA/MARION COUNTY PUBLIC TRANSIT SYSTEM, SUNTRAN, FOR A TOTAL OF $755,610
WHEREAS, in Fiscal Year 2023-24 the City of Ocala budgeted $566,707 and Marion County budgeted $188,903 to be used as the local matches to SunTran grants; and
WHEREAS, the local matches are needed for existing Florida Transit Administration (FTA) grants FL-2023-053-00, FL-2020-019-00, FL-2018-121-00 and Florida Department of Transportation’s Public Transportation Grant Agreement 442455-1-84-01.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2023-24 budget be amended as outlined below to appropriate funding as follows:
