BACKGROUND:
On September 10, 2024, the Community Development Services (CDS) Department was contacted by the City’s Code Enforcement Department concerning a code case against the property located at 811 NW 11th Ave (the “Brown Residence”). CDS evaluated the property and in addition to the code issues, found that the roof and all windows needed to be replaced.
FINDINGS AND CONCLUSIONS:
On February 13, 2025, the City issued Invitation to Bid (ITB) No.: CDS/250340 for the provision of roof replacement services at the Brown residence. The ITB closed on March 4, 2025, with nine (9) vendors responding. Central Florida Equity Builders, LLC, of Oviedo, Florida, was found to be the lowest responsive and responsible bidder with a bid of $11,456.82.

On February 13, 2025, the City issued ITB No.: CDS/250340A for the replacement of 26 windows at the Brown residence. The ITB closed on March 5, 2025, with five (5) vendors responding. One vendor was deemed non-responsive. Stejack Construction, LLC, of Apopka, Florida, was found to be the lowest responsive and responsible bidder with a bid of $29,675.

On February 17, 2025, the City issued ITB No.: CDS/250340B to for the demolition of the swimming pool at the Brown residence. The ITB closed on March 3, 2025, with four (4) vendors responding. Stejack Construction, LLC of Apopka, Florida, was found to be the lowest responsive and responsible bidder with a bid of $13,252.50.

This project will be funded by the City of Ocala’s Community Development Block Grant. Staff recommends approval.
