BACKGROUND:

This is a two-year contract with the possibility of two, one-year renewals for the annual maintenance of City-owned parking lots, trails, and streets identified by the City’s Engineering Department. 

 

The scope for this contract includes but is not limited to: the removal and replacement of asphalt, concrete sidewalks, curb, asphalt striping, asphalt milling, asphalt reclaiming, and all other facets that are included within the contract for the construction of new parking lots, trails, and the maintenance of existing parking lots, trails, and roads.

 

Projects will be given purchase orders issued against the contract not to exceed $1,000,000 over the two-year period.

 

FINDINGS AND CONCLUSIONS:

On December 7, 2021, the City of Ocala issued ITB# CIP/211092 for the 2022 Parking Lot Improvement Program (PLIP). One bid was received on January 12, 2022. Bids were requested and received on a line-item price basis.  Sample projects were used with submitted unit prices to determine price reasonableness.

 

 

Only one bid was received.  However, staff reviewed the bid pricing against pricing for other projects and against the current contract pricing.  Staff determined the pricing in the bid is fair and reasonable and in line with current market pricing.

 

Staff recommends award of the contract to C.W. Roberts Contracting, Inc.

 

FISCAL IMPACT:

Funding in the amount of $400,000 is available in the FY22 account #091-020-270-541-54-46010 and additional funds will be appropriated in FY23 to satisfy the contract.

 

PROCUREMENT REVIEW:

The solicitation was reviewed and approved for compliance with the City’s procurement policies.

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, Robert W. Batsel, Jr.
