BACKGROUND:

The Recreation and Parks Department annually budgets and procures playground and fitness equipment for the public’s enjoyment at City parks and public spaces.  

The City of Ocala has the option of purchasing playground and fitness equipment through cooperative purchasing programs comprised of member cities, counties, and other public agencies to combine purchasing power and to secure volume discounts.    

On May 15, 2017, after a competitive procurement process, the County of Mecklenburg, North Carolina, entered into a Master Agreement with Playcore Wisconsin, Inc., d/b/a Gametime, for playground and outdoor fitness equipment, site accessories, surfacing, and related products and services (Contract No. 2017001134).  This is a five-year contract with two two-year renewals, set to expire on June 30, 2026.

On February 20, 2018, the City Council authorized staff to purchase playground and outdoor fitness equipment, and site accessories, from the Mecklenburg contract (City contract REC/17-069). 

On September 9, 2022, the City Council approved the First Amendment to the Cooperative Purchasing Agreement, renewing the agreement for an additional term from January 1, 2022, through December 31, 2024.

On February 20, 2025, the City approved the Second Amendment to the Cooperative Purchasing Agreement, renewing the agreement for an additional term from January 1, 2025, to June 30, 2026.

 

 

 

FINDINGS AND CONCLUSIONS:

On January 22, 2026, the County of Mecklenburg extended the agreement with Playcore, Wisconsin, Inc. d/b/a Gametime, from July 1, 2026, to December 31, 2026.

The Recreation and Parks Department has a continued need for the equipment and amenities covered under this contract to maintain existing playgrounds, outdoor fitness equipment, and park amenities.

The Recreation and Parks Department recommends an extension to the agreement between the City of Ocala and Playcore Wisconsin, Inc. d/b/a Gametime for a final six-month period beginning July 1, 2026, and ending December 30, 2026.

 

FISCAL IMPACT:

To date, Council has authorized the expenditure of $654,313.22 under Contract No. REC/17-069.  Of that amount, $11,386 remains.  The department anticipates expenditures during the final renewal term will not exceed $80,000. Funding is available in Fiscal Year 2025-26 in account 001-021-120-572-57-46010.  Additional funding will be budgeted for Fiscal Year 2026-27 to cover anticipated purchases off this contract through December 30, 2026.   Monies added for this renewal term will take the aggregate value of Contract No. REC/17-069’s nine-year, six-month term, to $734,313.22.
