BACKGROUND:
Multiple departments utilize the citywide tree trimming and removal services contract for year-round tree trimming and removal on City properties and along right-of-way throughout the City to ensure an acceptable appearance, facilitate co-existence with infrastructure, and minimize liability from diseased and unhealthy trees. The City wishes to have two vendors, a primary and a secondary source, for citywide tree trimming and removal services to receive the most-timely service possible. Tip Top Tree Experts, LLC will be the primary vendor and will be used in all cases unless they are unavailable, or there is more work than they can manage during storm events. Marion Tree and Stump Removal will be the secondary vendor.
FINDINGS AND CONCLUSIONS:
On February 25, 2022, ITB #COO/220052 was issued to the public and six vendors responded. Three bidders were rejected due to their locations (vendors were not located in Marion County or an adjoining county) and a fourth bidder was rejected for unreasonable pricing. Tip Top Tree Experts, LLC (primary) and Marion Tree and Stump Removal, LLC (secondary) were the next two lowest vendors and were asked to provide best-and-final offers. The bid results are as follows:
FISCAL IMPACT:
Each department has its own budget for these services when needed and approved by their director.
PROCUREMENT REVIEW:
The agreements were reviewed and approved for compliance with the City’s procurement policy.
LEGAL REVIEW:
The contracts will be reviewed and approved for form and legality by the City Attorney, Robert W. Batsel, Jr.
ALTERNATIVE:
Do not award and issue another Invitation to Bid.
