BACKGROUND:

The approach end of Runway 36 was recently identified as not meeting the Federal Aviation Administration (FAA) standards for a runway safety area due to changes in grade and depressions that exceed FAA design tolerances.

 

The Airport has been working closely with the FAA to coordinate the design of the regrading, with a grant application submitted in May 2025.

 

The FAA advises that the grant request for the design was approved, but remains unreleased at “headquarters” in Washington, D.C.  The grant must be officially released through FAA channels, but it is forthcoming.  The FAA also advised that the grant must be signed by September 18, 2025, and recommends that any necessary internal approvals be obtained as soon as possible, even before the actual grant is received.

 

FINDINGS AND CONCLUSIONS:

                     The FAA advised that the grant is forthcoming and requires approval by September 18, 2025

                     The Airport Advisory Board supports this project.

                     The project is consistent with the Airport Master Plan.

                     Once the FAA grant is approved and executed, a request will be made to the Florida Department of Transportation for a grant to further offset the City’s matching obligation.

                     Staff also requests that the City Council authorize the City Council President and City Attorney to execute the grant.

                     Staff recommends approval.

RESOLUTION 2025-42

 

A RESOLUTION TO APPROVE FEDERAL GRANT AGREEMENT
#3-12-0055-036-2025 BETWEEN THE CITY OF OCALA AND THE FEDERAL AVIATION ADMINISTRATION FOR THE DESIGN TO EXTEND RUNWAY SAFETY AREA (RUNWAY 36) IN THE AMOUNT OF $225,850

 

WHEREAS, the Federal Aviation Administration has provided a grant offer to participate in 95% of the project costs associated with the design to extend runway safety area (Runway 36), with the FAA expense not to exceed $225,850; and 

 

WHEREAS, funds for the City’s match of $25,095 are available in the Airport's fund balance.

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled that the City Council President is hereby authorized to make, execute, and deliver to the Federal Aviation Administration Federal Grant Agreement #3-12-0055-036-2025.
