body

BACKGROUND:

A recent assessment determined that the approach end of Runway 36 no longer meets Federal Aviation Administration (FAA) runway safety area standards because grade variations and surface depressions exceed allowable design tolerances.

On August 18, 2026, the City adopted Budget Resolution 2026-156, authorizing the acceptance and appropriation of funds from the FAA in the amount of $406,165 and matching funds of $21,377.  Subsequently, the Florida Department of Transportation (FDOT) has provided additional funds totaling $17,102, expected to be adopted on 10/20/2026, which in turn reduces the required matching funds by the same amount. The FAA and FDOT grants and match funds the construction phase of the Ocala International Airport (OCF) Runway 36 Runway Safety Area (RSA) Grading project.

FINDINGS AND CONCLUSIONS:

On April 24, 2026, the City issued its Invitation to Bid (“ITB”) No.: AIR/260692 for OCF Runway 36 RSA Grading. On May 26, 2026, three bids were received on a unit price basis as follows:

Commercial Industrial Corp. (CIC) was the lowest responsible bidder, with a total bid of $344,801.40.

Staff requests a 10 percent contingency in the amount of $34,480 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts that may arise during construction.  With the contingency, the total project budget is not to exceed $379,281.40.

CIC has previously completed similar construction projects for the City, and their performance has been very satisfactory. Staff recommends award of contract to CIC for the OCF Runway 36 RSA Grading.

FISCAL IMPACT:

The project total is $379,281.40 and is appropriated in the following manner:

$360,317.33 in FAA grant account #341-060-769-542-69-65010, $17,102 in FDOT grant account #341-050-769-542-69-65010, and $1,862.07 in local Airport match account #451-027-769-542-69-65010.
