BACKGROUND:

The Federal Aviation Administration (FAA) recommends an airport master plan be updated once every 10 years, or after significant changes or improvements to the facility occur.  The Ocala Airport meets both criteria.  The last master plan update occurred in 2014. Since completion of the master plan; the new general aviation terminal was constructed, private hangar development increased dramatically, the total based aircraft increased to 197, including 20 jets, several non-aviation properties were sold, and many other properties have been released by the FAA for future sales.  The airport is also affected by the extensive growth in its proximity, including the World Equestrian Center, industrial parks along the I-75 corridor, and an influx of new residents. When combined, these factors influence the elements that are essential to the identification of the capital improvements necessary to maintain the airport and sustain its financial self-sufficiency.

The Master Plan project will be conducted by airport consultant, McFarland Johnson, Inc. (MJ).

 

FINDINGS AND CONCLUSIONS:

                     The project is encouraged by FAA and FDOT.

                     The plan will be prepared in accordance with the guidance provided in FAA Advisory Circular 150/5070-6B, Airport Master Plans and FDOT Guidebook for Airport Master Planning and Florida Administrative Code (FAC) Chapter 14-60.

                     McFarland Johnson, Inc. is the consultant conducting the study, operating under an existing general consulting agreement entered into on July 20, 2022.

                     McFarland Johnson’s fee was negotiated using the FAA-required independent fee review process and was a requirement to be offered the grant.

                     At its April 23, 2024, meeting, the Airport Advisory Board reviewed and recommended approval of this grant.

A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO APPROPRIATE $838,862 IN GRANT FUNDING FROM THE FEDERAL AVIATION ADMINISTRATION, $74,566 IN GRANT FUNDING FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION, AND TRANSFER $18,642 FOR AN AIRPORT MASTER AND STORMWATER PLAN UPDATE FOR A TOTAL AMOUNT OF $932,070

 

 

WHEREAS, on May 7, 2024, the City Council adopted a resolution authorizing entering into Grant Agreement #BIL/AIG #3-12-0055-033-2024 with the Federal Aviation Administration for an airport master and stormwater plan update; and

 

WHEREAS, FAA is providing a grant in the amount of $838,862; and

 

WHEREAS, on May 7, 2024, the City Council adopted a resolution authorizing entering into Public Transportation Grant Agreement (PTGA) FM #454686-1-94-01 with the Florida Department of Transportation (FDOT) for an airport master and stormwater plan update; and

 

WHEREAS, FDOT is providing a grant in the amount of $74,566; and

 

WHEREAS, funding is available in the Airport Reserve for Contingencies account to provide the required match of $18,642.

 

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2023-24 budget be amended as outlined below to appropriate funding as follows:
