body

BACKGROUND:

The Florida Department of Transportation (FDOT) annually provides grant funding to communities that will pay operating assistance up to 50% for fixed route public transit systems.  In order to be awarded the funding, the City has to enter into a Public Transportation Grant Agreement (PTGA) with FDOT.  The City has been awarded $552,000, pending approval of the PTGA, which requires a $552,000 local match.

The Agreement will begin once it is fully executed and will expire on June 28, 2024.  The funding must be expended by June 28, 2024.

FINDINGS AND CONCLUSIONS:

The funding will be used toward the daily operation of SunTran.  This includes, but is not limited to paying RATP Dev to run the daily operations of SunTran, staff salaries for working on the federal and state grants that fund SunTran, fuel for the buses, utilities for the SunTran Administration & Maintenance Facility, operating supplies, etc.

On July 1, 2019, the City of Ocala and Marion County entered into an Interlocal Agreement to establish their respective funding commitments (City of Ocala - 75% / Marion County - 25%) of necessary local funds to operate SunTran.  The local commitments for this PTGA Grant have been allocated by both the City and Marion County in the current budget year.  The FDOT PTGA funds are necessary to operate SunTran.

FISCAL IMPACT:

The City budgeted $414,000 as its local match in account 494-381-000-000-19-38091 this fiscal year.  This will also count toward the match of a Federal Transit Administration 5307 Grant application the staff is developing.  The remaining required matching funds have been allocated by the County.  An accompanying budget resolution on the consent portion of this agenda allocates the grant funds as well as the matching funds from both the City and County.
