BACKGROUND:

On October 26, 2021, the City of Ocala (“City”) and Pace Analytical Services, LLC (“PACE”) entered into an Agreement for Environmental Water Testing (the “Agreement”).  Under the Agreement, PACE furnishes all materials, labor, and equipment needed for environmental water (wastewater and drinking water) testing services for the Water Resources Department’s Compliance Monitoring Division.  This testing is on behalf of two wastewater treatment facilities, two water treatment facilities, and one water quality laboratory permit-required analysis for regulatory agencies.  The Agreement was approved for an initial term of three years, from October 1, 2021, to September 30, 2024, with two optional one-year renewal terms available thereafter.

On November 7, 2023, the City and PACE entered into a First Amendment to the Agreement to increase the expenditure threshold due to changes in federal and state testing requirements.  On September 23, 2024, the City and PACE entered into a Second Amendment to the Agreement to exercise the first one-year renewal and modify the pricing schedule for the renewal term.

FINDINGS AND CONCLUSIONS:

The Water Resources Department now seeks approval of the Third Amendment to the Agreement which would extend the contract for the final one year renewal term through September 30, 2026.  Additionally, the Third Amendment will adjust pricing schedule for the renewal term to reflect a three percent increase.

Staff recommends approval.

FISCAL IMPACT:

Funding for this contract will be budgeted for Fiscal Year 2025-26 in account 455-030-307-535-53-34010.
