BACKGROUND:
The SW 44th/46th Avenue Four-Lane Expansion Project (the Project), Phase 3 (shown as Phase III on the attached 44th Avenue Extension Overview Map), consists of the widening of SW 44th/46th Avenue from State Road 40 to SW 20th Street. Along with widening the roadway, the Project consists of stormwater modifications, four-foot-wide bike lanes, and sidewalk construction. The improvements under this project will create approximately 1.25 miles of roadway connectivity and alignment within the City of Ocala.
FINDINGS AND CONCLUSIONS:
On March 13, 2025, the City issued its Invitation to Bid (ITB) No.: CIP/250467 for Phase 3 of the SW 44th/46th Avenue Four-Lane Expansion Project. On April 30, 2025, four bids were received, on a unit price basis as follows:

Commercial Industrial Corp (CIC) was found to be the lowest responsible bidder with a total bid of $3,433,677.44. CIC has previously completed construction projects for the City, and their performance has been very satisfactory.
Staff requests a 10 percent contingency in the amount of $343,368 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts that may arise during construction. With the contingency, the total project budget is not to exceed $3,777,045.44.
Staff recommends approval.
FISCAL IMPACT:
The Infrastructure Sales Surtax Reserve for Contingencies account 120-099-999-541-81-99999 is an appropriate use for the project funding in the amount of $3,777,046. The expense account is Construction in Progress account 120-020-394-541-69-65010.

A RESOLUTION AMENDING THE FISCAL YEAR 2024-25 BUDGET TO TRANSFER FUNDS FROM THE INFRASTRUCTURE SALES SURTAX RESERVE FOR CONTINGENCIES ACCOUNT FOR PHASE 3 OF THE SW 44th/46th AVENUE PROJECT TOTALING $3,777,046
WHEREAS, the SW 44th/46th Avenue 4-Lane Expansion Project (“the Project”) Phase 3 (shown as Phase III on the attached 44th Avenue Extension Overview Map) consists of the widening of SW 44th/46th Avenue from State Road 40 to SW 20th Street; and
WHEREAS, the project also includes stormwater modifications, four-foot-wide bike lanes, and sidewalk construction; and
WHEREAS, the project will create approximately 1.25 miles of connectivity and alignment of roadway within the City of Ocala; and
WHEREAS, this project should be funded this fiscal year to complete construction promptly; and
WHEREAS, the Infrastructure Sales Surtax reserve for contingencies account has a balance of $7,808,573 and is an appropriate use for the project funding.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2024-25 budget be amended as outlined below.
