BACKGROUND:
City and Florida Department of Transportation (FDOT) staff continue to coordinate regarding improvements to State Road 40. FDOT has begun a resurfacing project (FPN 450952-1-52-01) for SR 40 that will ultimately extend to the Ocala National Forest.
As evidenced by the Downtown Master Plan, Ocala 2035 Vision, Midtown Master Plan, and Vision 2050, the City seeks to enhance this corridor to connect downtown and midtown and facilitate a more traversable urban core. FDOT agrees and will allow additional enhancements to support this effort. FDOT has recently begun the resurfacing of SR 40 from US 441 to 25th Avenue. The City can utilize community redevelopment agency (CRA) funds to enhance seven signalized intersections within the resurfacing project and allow participation in the project. These enhancements will include brick stamping at key intersections throughout the downtown core from US 441 to Eighth Avenue.
FINDINGS AND CONCLUSIONS:
The enhancements align with the City’s vision and supporting master plan documents. State Road 40 is a primary corridor that could connect to the downtown core if additional enhancements are made to promote greater mobility and design. The proposed enhancements will be assigned an FDOT project number (FPN 45092-1-52-03) if the resolution providing support of funds for additional improvements to SR 40 is approved. FDOT will utilize the existing contractor for the resurfacing project to complete the work. FDOT has indicated support for future collaborations with the City to enhance landscaping throughout the corridor and potentially other multi-modal initiatives.
Staff recommends approval.
FISCAL IMPACT:
The project will utilize planned CRA funds from the West Ocala CRA account 623-016-560-559-64-63010, the Downtown Ocala CRA account 621-016-012-559-64-63010, and the East Ocala CRA account 620-016-559-559-64-63010 for a total amount of $256,225 in Fiscal Year 2025-26.

RESOLUTION TO APPROVE THE LOCALLY FUNDED AGREEMENT BETWEEN THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION AND THE CITY OF OCALA
WHEREAS, the Parties have been granted specific legislative authority to enter into this Agreement pursuant to Section 339.12, Florida Statutes; and
WHEREAS, the State of Florida Department of Transportation is prepared, in accordance its adopted Five Year Work Program, to undertake the Project described as “State Road 40 (from US 441 to 25th Avenue) Resurfacing” said Project being known as Financial Project Number (FPN) 450952-1-52-01; and
WHEREAS, the City is providing funds for additional improvements: construction of the pattern pavement at seven (7) signalized intersections in Fiscal Year 2025-26, said Project being known as FPN 450952-1-52-03; and
WHEREAS, the City desires to have the additional improvements included in the State Road 40 (from US 441 to 25th Avenue) Resurfacing Project FPN 450952-1-52-01; and
WHEREAS, the State of Florida Department of Transportation has requested the City of Ocala to execute and deliver to the State of Florida Department of Transportation the Locally Funded Agreement for the project FPN 450952-52-03; and
WHEREAS, the City’s contribution to the project is estimated at $256,225 and should be paid to FDOT within at least 14 calendar days of the fully executed Locally Funded Agreement; and
WHEREAS, the parties agree that it is in the best interest of each party for the FDOT to undertake and to complete all aspects of the project, including but not limited to design, right-of-way acquisition, construction, engineering supervision, and all other necessary work; and
WHEREAS, the implementation of the Project is in the interest of both the Florida Department of Transportation and the City of Ocala and it would be most practical, expeditious and economical for the City of Ocala to provide funds to construct pattern pavement at seven (7) signalized intersections on State Road 40 (from US 441 to 25th Avenue), Project known as FPN 450952-1-52-03.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session that the City Council President is hereby authorized to make, execute and deliver to the State of Florida Department of Transportation the Locally Funded Agreement for the project known as FPN 450952-1-52-03.
