BACKGROUND: 

 

On October 12, 2020, after a competitive solicitation process, the City of Dunnellon entered into a contract (the “Dunnellon Agreement”) under its Request for Proposals No. 2020-01 with M.T. Causley, LLC (“MT Causley”) for the provision of building inspection services for residential and commercial properties for a term of two years with the option to renew for subsequent two-year terms thereafter. 

 

After evaluation of the City of Dunnellon’s building inspection services solicitation, MT Causley’s responsive proposal, and the Dunnellon Agreement, Procurement staff determined that the use of an intergovernmental cooperative purchasing method would maximize best value to the City of Ocala.

 

On April 6, 2021, City Council approved the use of a Cooperative Purchasing Agreement for the Provision of Building Inspection and Plan Review Services (“the Original Agreement”) with M.T. Causley for a term commencing April 6, 2021 and ending September 30, 2021. 

 

On October 29, 2021, City Council approved an amendment to the Original Agreement to extend the contract term through September 30, 2022, in order to align the term of the Original Agreement with the term remaining under the Dunnellon Agreement. 

 

FINDINGS AND CONCLUSIONS: 

 

The Dunnellon Agreement has since been renewed by the City of Dunnellon for the first additional two-year renewal term. On January 17, 2023, City Council approved the Second Amendment to the Original Agreement for the City’s two-year renewal term commencing November 2, 2022 and ending November 1, 2024.  This Second Amendment included fiscal years 2023 and 2024 (“FY23 and FY24”). 

 

On February 14, 2023, the City of Dunnellon amended its contract pricing schedule with MT Causley, LLC.  Since the City of Ocala is piggybacking off the Dunnellon contract, the City’s contract with MT Causley must also be amended to reflect the same pricing schedule.

 

FISCAL IMPACT: 

 

On May 2, 2023, City Council approved budget resolution 2023-139 amending the Building Division’s budget increasing expenditures in account #001-016-061-524-52-34010 by $33,500 to cover the increased hourly rates on the new pricing schedule.
