BACKGROUND:
The City of Ocala will transition from curbside recycling collection on July 6, 2026, to a citywide drop-off recycling program. The transition follows City Council approval on Feb. 3, 2026, as part of the City’s broader effort to manage increasing operational expenses and reduce the financial impact of sanitation rate adjustments on residents. The City Council held a workshop on May 12, 2026, to receive an update on the recycling program.
The City of Ocala Land Development Regulations permits the use of public buildings and uses in all zoning districts subject to the requirements of Section 122-259. Two of the proposed properties to be utilized as locations for the drop-off program are currently zoned other than G-U, Governmental Use and therefore subject to the requirements of Section 122-259:
• Parcel 3030-004-005 is located at the intersection of SE 31st Street and SE Fifth Terrace with R-3, Multi-family zoning. The city acquired the property in August 2010, and no use has been on the property since its acquisition. This location will serve the southeast Ocala area.
• Parcel 26359-000-00 is located at the intersection of NE Eighth Avenue and NE 14th Street with B-1, Neighborhood Business zoning. This property was previously used for a recycling location but ceased upon the City providing single-stream recycling services. This location will serve the City’s central core and portions of northeast Ocala.
FINDINGS AND CONCLUSIONS:
A public notice and public hearing before the Planning & Zoning Commission for recommendation to City Council is required to comply with the City’s land development regulations. The City has issued a public notice as part of the posting of the Planning & Zoning Commission agenda and will present the recommendation of the Planning & Zoning Commission to City Council at a subsequent public hearing.
The transition to a drop-off recycling model allows the City to continue offering residents a recycling option while balancing service delivery with long-term fiscal responsibility. Transitioning from curbside recycling collection offsets costs that would otherwise add approximately $4.96 per month to residential sanitation rates. Single-stream curbside recycling has faced ongoing contamination challenges caused by non-recyclable materials being placed in recycling carts. Contaminated recycling increases processing costs, reduces operational efficiency and makes the curbside program increasingly difficult to sustain in a cost-effective manner.
Residents will be able to continue recycling at the following City drop-off locations:
• Mary Sue Rich Community Center
• Croskey Center / Martin Luther King Jr. Recreation Complex
• Ocala Regional Sportsplex
• Polly Palmer Park
• West of Fire Station No. 5 off of NE 24th Street
• NE Eighth Avenue and NE 14th Street
• Jervey Gantt Park
• SE 31st Street and SE Fifth Terrace
Residents currently participating in curbside recycling will not need to take any immediate action. Existing recycling carts will automatically convert to garbage carts on July 6 unless a resident requests removal of the cart.
City code allows up to two garbage carts per household. Residents who currently have two garbage carts plus a recycling cart will have the recycling cart removed automatically, and no action will be required.

Whereas, the City of Ocala will transition from curbside recycling collection on July 6, 2026, to a citywide drop-off recycling program;
Whereas, the transition follows City Council approval on Feb. 3, 2026, as part of the City’s broader effort to manage increasing operational expenses and reduce the financial impact of sanitation rate adjustments on residents;
Whereas, the City Council held a workshop on May 12, 2026, to receive an update on the recycling program;
Whereas, in accordance with Section 122-259 of the City of Ocala’s Land Development Regulations, the City Council publicly noticed and held additional public hearings to allow the use on two properties that are not zoned G-U, Governmental Use, Parcel ID’s 3030-004-005 & 26359-000-00.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows:
1. The City of Ocala does hereby allow the public use in zoning districts other than G-U, Governmental Use zoning for properties located in Ocala, Marion County, Florida, as described and depicted in Exhibit A and the following:
