body
BACKGROUND:
The Oakcrest Park conceptual subdivision is a 78-lot single-family residential development with 3,200 linear feet of roadway on 24.72 acres, zoned R-1AA (single-family residential).
The developers are Shanbru, Inc. and Blitch Plantation LTD.
Mastroserio Engineering, Inc. prepared the plan.
Key Points:
• Minimum lot sizes: 60 feet wide by 110 feet deep
• Setbacks: Front - 20 feet
Side - Eight feet
Rear - 15 feet
• Right-of-way width will be 50 feet, with 22 feet of pavement and five-foot sidewalks on both sides.
• All roadways, drainage retention areas, stormwater conveyance system, potable water, and sanitary sewer systems will be publicly maintained following the one-year maintenance period.
• The developer is required to install standard streetlights throughout the subdivision at their own expense. The City of Ocala will own and maintain the lights after installation. Existing streetlights are on NE 28th Street.
• A traffic impact analysis is not required for developments that generate less than 100 net new PM peak hour trips. The traffic statement on the conceptual plan indicates this subdivision will generate 77 PM peak hour trips; therefore, a traffic impact analysis is not required.
FINDINGS AND CONCLUSIONS:
• The conceptual subdivision has been designed to meet the R-1AA zoning requirements.
• A developer’s agreement for the subdivision is required with the improvement plan submittal and must be approved and recorded prior to submitting the final plat application.
• Florida Power (Duke Energy Florida) has power easements affecting the rear yards of lots 32- 41. A separate typical lot detail is provided on the conceptual plan for lots 32-41. The developer’s Homeowners’ Association documents will additionally have language to prohibit any structures within these easements.
• Sidewalks will be installed along the frontage of NE 28th Street.
• The conceptual subdivision plan (Case No. SUB25-0014) was recommended for approval by the Planning and Zoning Commission on September 14, 2026.
Staff recommends approval.
