BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Local Housing Assistance Plan (LHAP), approved by the Florida Housing Finance Corporation, includes rehabilitation services for owner-occupied housing for income-qualified applicants.
On or about June 6, 2023, the City’s Community Development Services Department received a request from a low-income household for housing rehabilitation. Evaluation of the home located on NW 18th Court revealed that the roof needs to be replaced, all of the windows need replacing, the plumbing needs upgrading, the HVAC unit needs replacing, insulation needs to be installed in the attic, the electrical system needs upgrading, smoke/carbon monoxide alarms need to be installed, flooring needs to be replaced, the bathroom needs to be remodeled and made ADA compliant, the kitchen cabinets need replacing, a new water heater is needed, exterior and interior repairs need to be made along with exterior and interior painting.
FINDINGS AND CONCLUSIONS:
On July 12, 2024, the City’s Procurement Department issued Invitation to Bid (“ITB”) No. CDS/240234 for the provision of rehabilitation services for the home located on NW 18th Court. On August 5, 2024, ITB No. CDS/240234 closed with two (2) responsive bids and Robinrose Construction, LLC, of Ocala FL. was found to be the lowest responsive bidder with a bid of $129,800.
This project will be funded by the City of Ocala’s Home Investment Partnership Program (HOME) Grant. Staff recommends approval.
