BACKGROUND:

On February 4, 2020, the City entered an interlocal agreement with Marion County to create the Ocala/Marion County Joint Office on Homelessness.  The City entered into a separate Memorandum of Understanding with FL-514 Ocala/Marion County Continuum of Care (CoC) Board for the City to assume the duties and responsibilities of the Homeless Management Information System (HMIS) and coordinated entry system. On January 12, 2022 the U.S. Department Housing of Urban Development (HUD) entered into an agreement with Marion County for the County to receive HMIS grant funding in the form of Grant No. FL0641L4H142004.

FINDINGS AND CONCLUSIONS:

HUD issued an amendment to the CoC Program grant agreement that was approved by the County on March 15, 2022. If approved, this agenda item along with the accompanying budget resolution, found on the consent portion of the same agenda, will allow the funding for the FY 2020 HMIS grant to be transferred to the City to properly fund the Office of Homeless Prevention for the 2022 fiscal year.

FISCAL IMPACT:

Funding is being appropriated on an accompanying budget resolution found on the consent portion of this same agenda.
