BACKGROUND:
The Public Works Streets Division is requesting approval of a contract with Solo Cats Services, LLC, for mowing of City-maintained rights-of-way, medians, parcels, and other designated areas in the northwest quadrant of the City. The mowing is based on a set number of cuts per month for each month of the calendar year. The scheduled mowing ensures an acceptable appearance and contributes to the longevity of our road network.
FINDINGS AND CONCLUSIONS:
On January 27, 2026, the City advertised Invitation to Bid (ITB) No.: PWD/260378 for the provision of mowing services in the northwest quadrant of the city. Ten (10) bids were received with the following results:

The lowest bidder was rejected as being non-responsive. Solo Cats Services, LLC, was the second lowest responsive and responsible bidder. The Public Works Streets Division does not have the staffing to perform this task in a timely fashion. Contracting this service has proven to be cost-effective.
Staff recommends approval of the agreement with Solo Cats Services, LLC, for a two-year term beginning March 1, 2026, through February 29, 2028, with two (2) optional one-year renewals.
FISCAL IMPACT:
Funding for this contract has been budgeted in account 158-023-430-538-53-34010 for Fiscal Year 2025-26 in the amount of $72,450. Funding will be budgeted into account 158-023-430-538-53-34010 for Fiscal Year 2026-27 in the amount of $88,550 and for Fiscal Year 2027-28 in the amount of $16,100.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
