BACKGROUND:
The Collective Bargaining Agreement (CBA) between the City of Ocala and the International Association of Firefighters, Local 2135, provides for physical examinations for the Fire Rescue staff consistent with National Fire Protection Association (NFPA) 1582 standards. This standard calls for physical exam, cancer and disease assessment, organ ultrasound, fitness programming and medical clearances.
In accordance with Chapter 287, Florida Statutes, and the City of Ocala’s contracting and procurement policies and procedures, the City has the legal authority to piggyback the purchase of goods and services as contracted by another governmental entity as a form of inter-governmental cooperative purchasing when seeking to utilize the same or similar services provided for in said contract.
FINDINGS AND CONCLUSIONS:
On August 18, 2020, the City of Clearwater issued a competitive solicitation, RFP# 51-20, for Employment-Related Health Care Services. Two vendors were awarded contracts under this RFP. Life Scan Wellness Centers was awarded a contract for Fire and Police Pre-Employment and Annual Physical and Fitness Evaluations and Fire and Police Pre-Employment Drug Testing.
On January 1, 2021, the City of Clearwater and Life Extension Clinics, d/b/a Life Scan Wellness Centers entered into an Employment Health Services Agreement for a one-year term, and renewed for two additional one-year terms ending on December 31, 2023.
Fire Rescue has an ongoing need for firefighter physical examinations to remain compliant with the CBA. The services provided by Life Scan Wellness Centers through the competitive contract with The City of Clearwater, FL meets this need. The vendor has expertly provided these services for Fire Rescue in the past.
FISCAL IMPACT:
Fire Rescue budgets for these services in account 001-019-019-522-52-34010.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
