BACKGROUND:
After the successful completion of the Fort King re-construction in 2017, the Fort King Heritage Foundation began to plan the reconstruction of an 1837 period blacksmith shop. In 2021 the Fort King Heritage Foundation funded the archeology research needed to reconstruct the blacksmith shop in the amount of $42,750.
On October 1, 2021, RFP# REC/210855: Design-Build 1837 Period Blacksmith Shop at Fort King National Historic Landmark was issued. Proposals were due on November 1, 2021 and three proposals were received. After reviewing the submittals and hearing presentations by all proposers, the selection committee ranked Dinkins Construction, LLC as the top-ranked proposer as shown below:

The intent to award to Dinkins Construction, LLC was issued on December 16, 2021.
FINDINGS AND CONCLUSIONS:
• The Fort King National Historic Landmark is jointly owned by the City of Ocala and Marion County. The site was designated a National Historic Landmark on February 24, 2004 by then Secretary of the Interior, Gale Norton.
• Design of the blacksmith shop will commence immediately upon approval by City Council. Construction is expected to take no longer than six months and will be completed and unveiled at our annual Fort King Reenactment in December.
• Reconstruction of blacksmith shop at the Fort King National Historic Landmark will further the City’s strategic goals by providing a destination that will advance the City's economic hub and quality of place objectives.
FISCAL IMPACT:
The guaranteed maximum price (GMP) per the contract is $134,710.75.
The City expenditure will be reduced by an estimated $80,000 as the Fort King Heritage Foundation (FKHF) has secured $80,000 in cash and additional reductions will be secured as FKHF solicits donations of cash and in-kind services and materials for construction. The funds for this project are budgeted in 001-021-140-572-69-65010. The FKHF has committed to providing the full amount of construction up to $135,000.

This solicitation has been reviewed and approved for compliance with the City's procurement policies.

This Agreement will be reviewed and approved for form and legality by City Attorney, Robert W. Batsel, Jr.
