BACKGROUND:

The City of Ocala (City) requires the services of an experienced contractor to provide utility construction services for the Lift Station No. 127 Force Main Reroute Phase 1 Project (the “Project”).  The Project consists of the installation of a new 18-inch sewer force main on SW 48th Avenue from Lift Station No. 127 to the intersection of SW 48th Avenue and SW 40th Street.

 

FINDINGS AND CONCLUSIONS:

On June 25, 2025, the City issued Invitation to Bid (ITB) No.: CIP/250752 for the provision of construction services related to the Project.  On August 7, 2025, nine bids were received on a unit price basis as follows:

 

Marion Rock, LLC was found to be the lowest responsive and responsible bidder with a total bid of $750,500. Staff requests a 10 percent contingency in the amount of $75,050, for a total project cost of $825,550.  The contingency will enable the City Engineer to approve change orders to cover any unforeseen conditions that may arise during construction.

Staff recommends approval of Contract No. CIP/250752 with Marion Rock, LLC for the provision of construction services related to the Lift Station No. 127 Force Main Reroute Phase 1 project.

FISCAL IMPACT:

This project is partially funded by the Florida Department of Environmental Protection (FDEP) in the amount of $500,000, resulting in the City’s share of $325,550.

Funding for the project will be available in Fiscal Year 2025-26 in the amount of $325,550 in account 616-030-367-535-69-65010 and $500,000 in account 308-050-367-535-69-65010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy. 

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
