BACKGROUND: On April 16, 2024, the City Council approved Budget Resolutions 2024-130 and 2024-132 amending the Fiscal Year 2023-24 budget to carry forward Fiscal Year 2022-23 grant funds. While preparing for the interim audit, staff found that $383,895 in SunTran operating revenue was missing from the aforementioned carry forward budget resolutions.
The City receives program income from the sale of bus tickets, bus, and advertising on SunTran buses throughout the fiscal year. This income is used to offset operating expenses.
FINDINGS AND CONCLUSIONS: The Fiscal Year 2023-24 program income has not been appropriated and is needed for operating expenses. Likewise, the Fiscal Year 2022-23 grant revenue is needed for operating expenses.
FISCAL IMPACT: The funding will be budgeted in account 494-050-451-544-54-34010 and used to pay for SunTran's fixed-route operating costs.

A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO PROVIDE A SUPPLEMENTAL APPROPRIATION OF $383,895 TO RECONCILE THE SUNTRAN GRANT REVENUE, WHICH WAS NOT INCLUDED IN THE INITIAL FISCAL YEAR 2022-23 GRANT CARRY FORWARD, AND TO APPROPRIATE $234,000 IN FISCAL YEAR 2023-24 PROGRAM INCOME FOR A TOTAL OF $617,895
WHEREAS, on April 16, 2024, City Council approved Budget Resolutions 2024-130 and 2024-132 amending the Fiscal Year 2023-24 budget to carry forward Fiscal Year 2022-23 grant funds; and
WHEREAS, while preparing for the interim audit, staff found that $383,895 in SunTran operating revenue was not included in the aforementioned carry forward budget resolution; and
WHEREAS, the revenue is needed to offset Fiscal Year 2023-24 operating expenses; and
WHEREAS, the City receives program income from the sale of bus tickets, bus passes, and advertising on SunTran buses; and
WHEREAS, the Fiscal Year 2023-24 program income, which is expected to be $234,00, funds operating expenses.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2023-24 budget be amended as follows:
