BACKGROUND:
The approach end of Runway 36 was recently found to not meet the Federal Aviation Administration (FAA) standards for a runway safety area due to changes in grade and depressions that exceed FAA design tolerances. The FAA previously awarded an Airport Improvement Program (AIP) grant for the design of this project.
FINDINGS AND CONCLUSIONS:
• This AIP grant is for the construction phase.
• The Airport Advisory Board supports this project.
• The project is consistent with the Airport Master Plan.
• Once the FAA grant is approved and executed, a request will be made to the Florida Department of Transportation for a grant to offset the City’s matching obligation further.
• Staff also requests that the City Council authorize the City Council President and City Attorney to execute the grant.
• Staff recommends approval.

A RESOLUTION AMENDING THE FISCAL YEAR 2025-26 BUDGET TO APPROPRIATE $406,165 IN GRANT FUNDING FROM THE FEDERAL AVIATION ADMINISTRATION AND TRANSFER A MATCH OF $21,377 FROM THE AIRPORT RESERVE FOR CONTINGENCIES ACCOUNT FOR THE CONSTRUCTION PHASE OF the RUNWAY 36 SAFETY AREA GRADING PROJECT FOR A TOTAL COST OF $427,542
WHEREAS, the Runway 36 safety area requires grading to meet current FAA specifications; and
WHEREAS, the Federal Aviation Administration has awarded grant funding in the amount of $406,165 for the construction phase of the project; and
WHEREAS, under this grant agreement, the City’s matching obligation is $21,377 from the Airport reserve for contingencies account.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2025-26 budget be amended as outlined below to appropriate funding as follows:
