BACKGROUND:

The FIBRS project is designed to implement solutions to collect and process incident-based crime data from Florida's participating local and state law enforcement agencies. The solutions provide data to NIBRS, Use-of-Force, and LInX and provide a means to store and display Florida-only statistical data. The solutions also automate the collection, storage, and submission of law enforcement employee count data and population data.

 

FINDINGS AND CONCLUSIONS:

On 11/29/2021, the Ocala Police Department was advised that the funding opportunity entitled FY 2022 FIBRS Implementation Assistance Program was approved by the Florida Department of Law Enforcement in the amount of $44,671. This subgrant will give the Ocala Police Department the ability to transition from uniform crime reporting (UCR) to Florida incident-based crime data reporting (FIBRS). There is no financial match required; however, the City will be responsible for costs associated with benefits.

 

FISCAL IMPACT:

Benefit costs will be covered by the employees’ home division in the Ocala Police Department’s budget.

BUDGET RESOLUTION 2022-128

 

A RESOLUTION TO AMEND THE FISCAL YEAR 2021-2022 BUDGET TO ACCEPT AND APPROPRIATE A FLORIDA DEPARTMENT OF TRANSPORTATION GRANT FOR THE FIBRS IMPLEMENTATION ASSITANCE PROGRAM IN THE AMOUNT OF $44,671

 

WHEREAS, the Ocala Police Department is transitioning to an incident-based crime data reporting system to improve the overall quality of crime data collected by our agency; and

WHEREAS, on November 29, 2021, the Ocala Police Department received an award of $44,671.36 from the Florida Department of Law Enforcement (FDLE) for the funding of training, travel and overtime expenses; and

WHEREAS, the Police Department’s budget includes funding for fringe benefits.

NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled, that the FY 2022 budget be amended as outlined below to accept and appropriate $44,671 from the Florida Department of Law Enforcement for the purpose of providing support through travel, training and overtime expenses for the sworn and non-sworn personnel of the Ocala Police Department.
