BACKGROUND:
The project consists of supplemental planning studies to support and enhance the adopted Ocala Marion Transportation Planning Organization (TPO) Commitment to Zero Safety Action Plan. These planning studies include:
1. Developing a citywide local road safety plan (LRSP) to identify, analyze, and prioritize roadway safety improvements on local roads for all road users; and
2. Developing a speed management and traffic calming plan to target safer speeds in residential areas and around schools.
Resolution 2024-28 was adopted by City Council on June 4, 2024, for the Fiscal Year 2023 Safe Street and Roads for All (SS4A) grant from the United States Department of Transportation (USDOT) in the amount of $104,000. Grant Agreement No. 693JJ32440264 between the USDOT and the City of Ocala (City) was fully executed on June 13, 2024. Per the grant agreement, the total estimated cost of the SS4A planning activities was $130,000, and the USDOT agreed to reimburse the City 80 percent, not to exceed $104,000. The City’s estimated 20 percent share was $26,000.
On January 30, 2025, the City issued Letter of Interest (LOI) No. ENG/240734 for the planning studies associated with the Safe Streets and Roads grant, pursuant to the Consultants’ Competitive Negotiations Act (CCNA).
FINDINGS AND CONCLUSIONS:
The LOI No. ENG/240734 closed on February 28, 2025, and four qualified and responsive proposals were received. A selection committee met on April 16, 2025, to review, score, and rank the four proposals in accordance with the LOI. Ardurra Group, Inc. was the top-ranked proposer as shown below:

FISCAL IMPACT:
The negotiated price for the planning studies is $129,986. Per grant agreement No. 693JJ32440264, the USDOT will reimburse the City 80 percent, $103,988.80, and the City's 20 percent share is $25,997.20. Funding for this project is budgeted in the following accounts:

City Share: 001-020-387-541-54-31010 Professional Services - Other $25,998
