BACKGROUND:
The City of Ocala (City) has an ongoing need for qualified electrical contractors to perform repair and installation services for City facilities on an as-needed basis. A competitive solicitation was issued on October 17, 2022, seeking bids for electrical repair and installation services after which Chuck’s Stokes Electric of Central Florida, Inc. (Stokes Electric) was found to be the lowest responsive and responsible bidder. Contract No. FAC/220859 was awarded to Stokes Electric for an initial term of two years, with two optional one-year renewal periods, at an originally estimated aggregate value of $50,000.
On October 17, 2023, City Council approved an additional $100,000 in expenditure authority to support generator installations and ongoing electrical repairs under the contract. On July 14, 2024, City Council granted an additional $50,000 in authority to cover expenditures through the end of the initial contract term (December 6, 2024).
City Council approved the renewal of the contract for the first available renewal period on October 15, 2024, with an aggregate value of $440,000. On July 22, 2025, City Council approved additional expenditures in the amount of $62,059 to cover electrical installation services for five downtown compactor locations.
FINDINGS AND CONCLUSIONS:
On December 8, 2025, Stokes Electric agreed to exercise the contract’s second renewal option under the same terms, conditions, and pricing as the original agreement. This final renewal term will run from December 7, 2025, through December 6, 2026. Staff anticipates that an allocation of $125,000 will be sufficient to adequately support approved projects and repairs for Fiscal Year 2025-2026. Planned work includes generator installations, gate controller systems, subpanel upgrades, and outdoor lighting improvements.
Staff recommends approval.
FISCAL IMPACT:
Funding of $100,000 is available in the Fiscal Year 2025-26 budget account 001-026-601-519-51-46010 - Facilities CIP Repair and Maintenance, and the remaining $25,000 is available in the Fiscal Year 2025-26 budget account 001-026-321-519-51-46010 - Facilities Repair and Maintenance.
