BACKGROUND:
The general aviation terminal apron is situated directly in front of the general aviation terminal building and spans approximately 140,000 square feet. Aside from the main runway, it is the most heavily utilized portion of the pavement and has reached the end of its useful life.
The entire pavement section consists of approximately 7.75 inches of asphalt, placed in multiple layers, with some of the oldest pavement dating back to the airport's original construction in 1968. The top layer was overlaid in 2008. The Airport has been working closely with the Federal Aviation Administration to design the pavement rehabilitation and submitted a grant application for its complete rehabilitation in June 2025.
On September 16, 2025, the City Council approved Resolution 2025-41 to accept a Federal Aviation Administration Airport Improvement Grant for the rehabilitation of the general aviation terminal apron in the amount of $2,664,89
FINDINGS AND CONCLUSIONS:
On April 24, 2025, the City of Ocala issued Invitation to Bid No.: AIR/250564 for the Terminal Apron Rehabilitation project. On June 11, 2025, one bid was received, on a unit price basis, from CW Roberts Contracting, Inc. (CWR).

CWR was the lone responsive bidder with a total bid of $2,690,210.75. The grant that Council has accepted from the FAA covers 95 percent of the project costs, with the City’s participation amounting to 5 percent.
Staff requests a 10 percent contingency in the amount of $269,021 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts that may arise during construction. With the contingency, the total project budget is not to exceed $2,959,232.
CWR has previously completed construction projects for the City of Ocala, and its performance has been very satisfactory.
The Airport Advisory Board supports this project, and staff recommends award of contract to CWR for the construction of the Terminal Apron Rehabilitation project.
FISCAL IMPACT:
A budget resolution to appropriate additional funds is provided in the general business portion of this agenda. Funding for this project is budgeted in the following accounts:
341-060-763-542-69-65010 - $2,664,891 (FAA GRANT)
451-027-763-542-69-65010 - $296,099

These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
