BACKGROUND:

The City of Ocala implemented a fire assessment program in FY2021 to support its fire rescue services.  The assessment program structure was refined in FY2022 to provide a more equitable rate schedule.  At this time, the City is interested in updating the study.

FINDINGS AND CONCLUSIONS:

Benesch (formerly Tindale Oliver) and Susan Schoettle-Gumm have extensive understanding of fire operations funding options and associated legal requirements and limitations, which enables providing the scope of services in which the City is interested.

The tasks to be completed as part of the update to the study include the following:

                     Task 1 - Background Review and Kickoff Meeting

                     Task 2 - Technical Study

o                     Task 2a - Analysis of Budget Information

o                     Task 2b - Analysis of Service Demand Using Proposed Methodology

o                     Task 2c - Calculation of Development Units

o                     Task2d - Calculation of Rates, Revenue Requirements, and Rate Calculator

                     Task 3 - Review of Legal Sufficiency and Development of Technical Report

                     Task 4 Implementation Assistance

FISCAL IMPACT:

$40,000 was budgeted in FY22 in account 001-019-019-522-52-31010.  Supplemental funding totaling $19,590 is requested to be transferred from the General Fund Reserve for Contingencies account on an accompanying budget resolution provided on the consent portion of this agenda.

 

PROCUREMENT REVIEW:

The proposal for this update has been reviewed and approved as best value per the City’s procurement policy.

Proposal/scope is pending review by City Attorney, Robert W. Batsel, Jr.
