BACKGROUND:
The general aviation terminal apron is situated directly in front of the general aviation terminal building and spans approximately 140,000 square feet. Other than the main runway, it is the most heavily utilized portion of pavement and has reached the end of its useful life.
The entire pavement section contains about 7.75 inches of asphalt placed in multiple layers, with some of the oldest pavement dating back to the original construction of the airport in 1968. The top layer was overlaid in 2008. The Airport has been working closely with the Federal Aviation Administration (FAA) to design the pavement rehabilitation and submitted a grant application for its complete rehabilitation in June 2025.
The FAA advises the grant was accepted, but remains unreleased at “headquarters” in Washington, D.C. The grant must be officially released through the FAA channels, but it is forthcoming. The FAA also advised that the grant must be signed by September 18, 2025, and recommends that any necessary internal approvals be obtained as soon as possible.
FINDINGS AND CONCLUSIONS:
• The FAA advised that the grant is forthcoming and requires approval by September 18, 2025
• The Airport Advisory Board supports this project.
• The project is consistent with the Airport Master Plan.
• Staff will coordinate construction activities with Sheltair Aviation, the ramp area's leaseholder.
• While the terminal apron is leased to Sheltair Aviation, the responsibility to repair its pavements belongs to the City.
• Once the FAA grant is approved and executed, a request will be made to the Florida Department of Transportation for a grant to further offset the City’s matching obligation.
• Staff also requests that the City Council authorize the City Council President and City Attorney to execute the grant.
• Staff recommends approval.

A RESOLUTION TO APPROVE FEDERAL GRANT AGREEMENT #3-12-0055-035-2025 BETWEEN THE CITY OF OCALA AND THE FEDERAL AVIATION ADMINISTRATION FOR CONSTRUCTION OF APRON REHABILITATION IN THE AMOUNT OF $2,664,891
WHEREAS, the Federal Aviation Administration has provided a grant offer to participate in 95% of the project costs associated with the construction of the terminal apron rehabilitation with the FAA share not to exceed $2,664,891; and
WHEREAS, funds for the City’s match of $296,099 are available in the Airport's fund balance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled that the City Council President is hereby authorized to make, execute, and deliver to the Federal Aviation Administration Federal Grant Agreement #3-12-0055-035-2025.
